Justitia as the central figure is flanked by the Reichshofrat and the Reichskammergericht, she wards off misfortune and increases prosperity. Above her watches the sun-like eye of God, but an eye without the triangle of the Trinity, probably to avoid an overly one-sided Catholic interpretation of the leaf (Michael Stolleis: Das Auge des Gesetzes. Geschichte einer Metapher, 2004, p. 40).
